How can I sue a housing unit if my son was injured?

I live in military housing and my ceiling fell on my son and gave him bone contusion in his arm. We were promised a new house and had a new address and a move in date but they went back on that and decided to put us in the broken house after they repaired it. While we stayed in a hospitality suite they told me I wouldn't have to pay for pet damages which is stated in our agreement. I'm now being told that I have to pay for the repairs and am being treated like a criminal when my family was injured. No one is willing to help my family. My kids are afraid of this house and my wife wants to leave because of all of this. Can anyone help me? No lawyer is willing to help cause my son isn't dead or disabled for life. Well he is mentally scared and will not ever forget this traumatizing event.
