Can I file a claim against my neighbor who refuses to talk and pay my medical bills?

I was helping my friend get out of her garage because she had an asthma attack and there was no electricity to use the electric door opener. I was able to open the garage door manually with the string that was hooked on to the garage door however, she needed to get to Kaiser quickly and she told me to close the garage door manually in doing so I caught my index and 4th finger on the door. My fingers were caught for at least 8 minutes and I was under a tremendous amount of pain and scared to death. She could not call 911 because she was out of breath I kept on yelling for help eventually some of the neighbors came but they could not pry the garage door open every time they would attempt to shift the door it would cause that much more pain eventually there were some telephone/city workers on the next block and saw the commotion they ran to assist. One of them finally went into the house and into the garage and reversed the garage door so I was able to remove my hand/fingers. The police and firemen came but I did not do a report. A couple of days later the numbness and the pain did not go away so I went to my doctor he told me that there had been some nerve damage and sent me to get x-rays. The x-rays did not show any broken bones after a couple of months of pain and losing my index nail I called my friend and let her know that the doctor had released me and I had the received the medical bills for the injury. The reason I even went to the doctor was because she and her husband told me to get medical treatment as they had homeowners’ insurance and they would be responsible for my medical bills. Last week I called her and asked for the insurance information to file a claim and they have ignored my calls. Can I file a claim against them I do not know who they carry their homeowners insurance with but I do have her address and phone number. She is my neighbor and I thought a friend.
